OPEC+ Announces New Output Adjustment of 137,000 Barrels Per Day Starting November 2025
Eight OPEC+ countries — Saudi Arabia, Russia, Iraq, UAE, Kuwait, Kazakhstan, Algeria, and Oman — have agreed to implement a production adjustment of 137,000 barrels per day as part of the additional voluntary cuts totaling 1.65 million barrels per day, beginning in November 2025.
In an official statement, OPEC said the decision comes “in light of stable global economic forecasts and the current solid market fundamentals,” which are reflected in the decline of global oil inventories. The organization noted that member states will continue to “closely monitor and assess market conditions” to determine whether further action is needed.
The statement emphasized that participating countries retain “full flexibility” to pause or reverse voluntary production adjustments if required, as part of ongoing efforts to maintain market stability. The eight nations also reaffirmed their commitment to fully compensate for any overproduction since January 2024 and will hold monthly meetings to review market conditions, compliance, and compensation progress.
For November 2025, the planned production increases (in thousand barrels per day) are as follows:

OPEC+ said the move will allow participating nations to “accelerate their compensation efforts” and reinforce collective compliance with the Declaration of Cooperation. The statement also noted that the Joint Ministerial Monitoring Committee (JMMC) will continue to oversee and assess compliance with the voluntary adjustments.
The next meeting of the eight OPEC+ countries is scheduled for November 2, 2025.
